out restraint nor prejudice, Mr. Grodzins has traced
the rudimentary motives underlying the evacuation
decision of the United States. He has given his country
an account of what is described as its “worst wartime
mistake which will make his people and his govern
ment think twice about yielding to pressuremr hysteria
