and Naturalization Service reorganizaiion has resulted in reduced service while causing increased expense and delay for
individual Japanese aliens.

concerned with the elimination of
the district offices in Honolulu,

One member of the 33 persons

Vancouver is Fukuo Koyama, 20,
whose return to Canada is owing
to the sympathetic understanding
of former Citizenship and Immi­
gration Minister, Walter Harris.
Koyama, according to reliable
sources, automatically lost his
Canadian citizenship by Order­
in-Council P.C. 10773 of Nov. 26,
1942, when he went to Japan
with his parents, Mr. and Mrs.
Eikichi Koyama, formerly of Ucluelet, B.C., on the S.S. Gripsholm in 1943 under the Wartime
Exchange Agreement.

Koyama applied for readmis­
sion, first to the Canadian Em­
bassy in Tokyo, then, through
friends in Canada, to Hon. Walter
Harris, The Canadian Minister
studied the case carefully, and
granted Koyama permission to
return. It is believed that one
point in Koyama’s favor was that
he was forced to return to Japan,
being only 8 years of age, and
a minor,- in 1943.
Thus Koyama will return to
the land of his birth after an
absence of twelve years. His final
destination will
be
Toronto,
where he will live at the home
of Mr. and Mrs. Sannosuke
Nishimura.
