WASHINGTON — President Franklin Roosevent, rejecting the advice
of the Pentagon for political reasons, refused to release 120,000 Japan

elections, a Congressional commission said recently.
The commission of war-time relocation and internment of civilians
criticized Roosevelt in a report on war-time internment of the Japanese,
which was the result of prejudice and hysteria, not military necessity.

U S. citizens, were interned shortly after Japan's attack on the U.S. naval
base in Pearl Harbor in December, 1941.
U.S. military leaders recommended the internment on grounds of
^military necessity, but by 1943 officials were telling Roosevelt that the
Japanese posed no security risk and should be released.
The former president, aware of intense anti-Japanese feelings on the
West Coast, delayed the release until after he was safely re-elected in
1944, the report said.
“The president would not dp anything precipitous to upset the West
Coast,” it said. “There would be an election in November.”
On November 10, 1944, just a few days after he was re-elected to an
unprecedented fourth term, Roosevelt
