OPEN LETTER TO THE JAPANESE CANADIANS
By JIMMY SHIRO HASEGAWA
Montreal, Quebec
The fiasco that took place in Toronto over the Labor Day weekend re:
The Redress Confab, as reported in the newspapers, was not totally unex
pected. Actually, it was predictable as far back as May of this year. The
paper strongly condems the stands taken by both the Sedan Kai and the
Vancouver JCCP, stating they have sabotaged the weekend confab. If any
blame is to be placed on the fiasco that took place, it must fall on two
shoulders: The NACJ and its president, Gordon Kadota, and the host
chapter , the Toronto JCCA.
Historically and traditionally for the past 30 odd years, most if not all
Japanese Canadians felt quite secure in the knowledge that an active con
scientious organization known as the JCCA was and will be safeguar
ding and communicating the various needs and activities of their ethnic
groups. This group was representative of all JCs acrossCanada with local
chapters established in most communities. Granted, some were more ac
tive than others. I believe it was in 1980 at the national JCCA meeting\hat
a motion was pressed by a handful of delegates, supporting the stand that
the JCCA should expand its scope and be more politically oriented so that
it may be better prepared to cope with

should be given the oppor

ings and views.
Alas, I am told, the man
who should have taken charge
sat throughout the confab
with his head in both hands
and did not utter a single
word. The Toronto JCCA did
not show any attempt at pro
viding any guidance or sal
vaging the fiasco. Surely, as
the host chapter, they did
have very definite responsi
bilities.
The big question facing all
JCs today is not one of red
ress - whether thou goest,
but' rather the JCs whether
thou goest. Before we can ad
dress the people of Canada
with the question of redress
totally fractionalized, disunied, regionally confused and
hostile, we must organize and
appoint or elect a body that is
totally and completely repre
sentative of the JC mass. The
most logical body, the NACJ
with its National Redress
Committee. With one excep
tion, a new inational! presi
dent, one who is totally com
mitted to give leadership.
Yes, George Kadota, for
the sake of the JCs resign!
One of the most proudest
moments in my life was see
ing the JC group making pre
sentation in Ottawa in front
of the Human Rights Committe on the Constitution.
Not only did they bring tears
to the members of the com
mittee, but unashamed tears
in my eyes. Yes, we have
competent, dedicated JCs
whose help is again needed.
I will close with one rather
disturbing fact. Contrary to
some who are optimistically
saying that Parliament and
many MPs are very sympathe
tic to the question of redress,
in the final analysis it is not
Parliament but the total po
pulation of Canada who will
decide through Their elected
MPs. The reaction in Quebec,
after the 1970 War Measures
Act, can only result in almost
total support by the Quebe
cois on the redress question.
Can the same be said for
reaction from the general
populous in British Colum
bia? I doubt very much. This
is one big reason why dia
logue and communication
among all JCs across Cana
da is of paramount import
ance. Before we settle on
the question of redress, let
us first settle the question
who will lead the JCs.

other interested groups
should be given the oppor
tunity to express their feel
ings and views.
Alas, I am told, the man
who should have taken charge
sat throughout the confab
with his head in both hands
and did not utter a single
word. The Toronto JCCA did
not show any attempt at pro
viding any guidance or sal
vaging the fiasco. Surely, as
the host chapter, they did
have very definite responsi
bilities.
The big question facing all
JCs today is not one of red
ress - whether thou goest,
but' rather the JCs whether
thou goest. Before we can ad
dress the people of Canada
with the question of redress
totally fractionalized, disunied, regionally confused and
hostile, we must organize and
appoint or elect a body that is
totally and completely repre
sentative of the JC mass. The
most logical body, the NACJ
with its National Redress
Committee. With one excep
tion, a new inational! presi
dent, one who is totally com
mitted to give leadership.
Yes, George Kadota, for
the sake of the JCs resign!
One of the most proudest
moments in my life was see
ing the JC group making pre
sentation in Ottawa in front
of the Human Rights Committe on the Constitution.
Not only did they bring tears
to the members of the com
mittee, but unashamed tears
in my eyes. Yes, we have
competent, dedicated JCs
whose help is again needed.
I will close with one rather
disturbing fact. Contrary to
some who are optimistically
saying that Parliament and
many MPs are very sympathe
tic to the question of redress,
in the final analysis it is not
Parliament but the total po
pulation of Canada who will
decide through Their elected
MPs. The reaction in Quebec,
after the 1970 War Measures
Act, can only result in almost
total support by the Quebe
cois on the redress question.
Can the same be said for
reaction from the general
populous in British Colum
bia? I doubt very much. This
is one big reason why dia
logue and communication
among all JCs across Cana
da is of paramount import
ance. Before we settle on
the question of redress, let
us first settle the question
who will lead the JCs.
