Archives microfilm “Intercepts” shows J.C. losses

OTTAWA — Buried in the publich archives there is a microfilm called
“Intercepts.” In simple; yet eloquent human terms it lays bare some of the
anger and bitterness from a dark chapter of Canadian history — intern
ment of Japanese Canadians during the Second World War.
“Intercepts” stands out from the thousands of dry and bureaucratic
documents from the Office of the Custodian of Enemy Property, the fede
ral government bureaucracy that stripped almost 21,000 Japanese Cana
dians in British Columbia of their farms, businesses and homes during
the war. Part of microfilm C-9477, “Intercepts” contains sections of per
sonal letters opened and copied by the wartime Directorate of Censorship.
One of them was a letter from Hindy Matsumoto, when living in a de
tention camp near Slocan, who wrote to a Japanese American woman in
a detention camp in Newell, Calif. The letter, dated March 5, 1943, was
writtep two months after a federal cabinet order-in-council authorized

until a strong, representative association, responsible to
the Japanese Canadians and accountable to all its citizens
and not to a few individuals, is formed. The National Red
ress Committee, therefore, calls for a leadership review
and a constitutional organizational conference, to esta
blish the responsibility and direction of the association.
I hope that this will not be a missed opportunity and
that you, the Issei, will be able to see the grave injustice
committed against you corrected in your lifetime.
Once again, my personal apologies for this unfortunate
