TORONTO — David Collenette, the federal multiculturalism minister,
has tried to “torment discord and disharmony’ among Japanese Cana­
dians, a group of community leaders say.
And after a meeting of 500 Metro Japanese Canadians recently, a peti­
tion saying so will be sent to Collenette, and a terse complaint lodged
with Prime minister John Turner.
Both documents say the federal government has played on differences
of opinion within the Japanese Canadian community, which is how seek­
ing redress for the internment of many Japanese Canadians during the
Second World War.

“Pierre Trudeau and Collenette*do an enormous disservice when they
talk about redress so arrogantly,” broadcaster David Suzuki said. “The
utter gall of them is beyond comprehension.”
About half of those gathered at Harbord Collegiate signed the petition
before a power outage brought the meeting to a halt.
The petition says that “by his continued encouragement of disruptive
forces he (Collenette) is fostering a course that is factionalizing and caus­
ing pain to Japanese Canadians.”

plussed. Trudeau's coun­
trymen were annoyed and
wounded.
In recent years Trudeau
has pooh-poohed the whole
idea of apologies and repara­
tions, using his favorite de­
bating technique of reducing
opposing views to the ab­

surd. Why, he claimed, if we
make special arrangements
for the Japanese Canadians,
how far back in history would
we draw the line? What about
the Acadians? What about
the Indians and Eskimos?
What about anybody who
ever claimed injustice?
This from a man whose
government had, rightly and
decently, erected a statue to
Louis Riel, a legally senten­
ced rebel as opposed to the
families of 1942 who were
loyal and unjudged by court
of law. This from a man
whose regime rightly poured
hundreds of millions of dol-

reaching, however, is the way
in which Canada's image of
Japan influences Canada's
attitude towards her Japa­
nese Canadians.
Such being the case, it
would appear to be in our
own best interest that we
learn as much as possible
about Japan in order that we
can contribute more in some
small way towards Canada's
understanding of Japan.

tleman, also a Japanese, but
a Japanese from Japan.
It was obvious that in the
mind of the questioner, he
made little or no distinction
between a Japanese born
here, and a Japanese from
Japan. I don't know if he
should be blamed for this.
It really isn't important
that there should be such a
distinction between a Japa­
nese Canadian and a Japa­
nese from Japan?
Let us say that it is. But
even if it is, it would be dif­
ficult to persuade the vast
majority of Canadians to make
a distinction between a Japa­
nese born in Canada, and a
Japanese from Japan. At least
it would be as difficult as
convincing the vast majority
of Americans that Canada is
not a land of Eskimos and
mounties. And- Americans
and Canadians have been liv­
ing beside each other for
quite a long time.
Despite being confused
with enemy aliens during the
war, Japanese Canadians
have managed to build a posi­
tive relationship with the
white Canadian society, par­
ticularly the Jewish commu­
nity. This was no doubt an aid
to Japanese businessmen
who came to Canada after the
war and to postwar Japanese
immigrants to Canada.

The late Mrs. T. Sato, for­
mer principal of the Japanese
Language School in Vancou­
ver, used to say that the Nisei
had an important role of be­
coming a bridge between
Japan and Canada. That was
a grandiose dream, and one
that we were inclined to
escape from, partly because
we wanted to disassociate
ourselves with the Japanese
connection at a time when
Japanese weren't all that
popular.

“Dorobo” throws
away $35,525
TOKYO — A 30-year-old rob­
ber, who was unaware that
foreign currency can be con­
verted into Japanese yen at
banks, threw away greenbacks
worth $35,525 in the garbage
dump of a housing complex in
Tokyo's Koto Ward after he
stole the cash from the flat of
a freelance cameraman living in
the complex on Oct. 17 last
year, according to police.
Factory employee Shoji Oya­
ma of Tokyo Adachi Ward told
police recently that he discard­
ed the American banknotes be­
cause he did not speak English
and believed that there would
be no chance for him to use the
money by taking a tour to a
foreign country in the future.

Today, however, the situa­
tion is different. But the Nisei
are not sufficiently informed
about Japan. They are not
familiar with Japanese cul­
ture.

I believe the best way of
remedying this situation is
for the Nisei to have an op­
portunity for a continuing
dialogue with the new immi­
grant Japanese. Such a rela­
tionship should prove inva­
luable to both groups.

The latest episode was a

pettifogging minister. But it
could not make an “apology”
for an act carried out by an
elected government. Instead,
it would put $5-million into an
institute to fight racism.
Such hair-splitting and
throwing of more money at
civil servants is typical of a
government which, in its final
years, forgot the meaning of
imagination. But how does
this open a door for Turner?

First, by allowing him to
create a much needed image
as a leader of principle. That
is not an area where the
legendary Turner shines. His
years of networking and plot­
ting his way to 24 Sussex
Drive have left him looking
like a man merely aching for
purposeless power, a man of
no known values.
Second, on the West Coast
where this issue is most de­
bated, Turner needs to show
some fresh and gutsy depar­
tures from Trudeau to gain
seats.
How could Turner strike a
man-of-values posture to
stand apart from Trudeau?
How could he carve into the
left of centre opinion which
will belong to the NDP if he
stays tagged as the heartless
Bay St. lawyer?

Perhaps by announcing, as
one of his first acts of office,
that he finds the previous
government's polfcy on
Japanese Canadians morally
inadequate. By promising to
pilot through Parliament an
early motion deploring the
events of 1942-46. By promis­
ing to seek all-party accord
on a more-than-symbolic sum
of reparations to be spent as
representatives of the af­
fected community would ad­
vise.

Unfortunately, disagree­
ments within the JapaneseCanadian community (most
of them rooted in different
conclusions drawn from the
wartime trauma) have made it
too easy for Ottawa to divide
and fool.
But a startling new approach
to this community by Turner
might put an end to bureau­
cratic games on all sides. It
might well, if launched
dramatically from Vancouver
with backing from an array of
community leaders, break the
42-year-old log-jam of guilt
and suffering.
Eclipse of Trudeau
The payoff for Turner? In
one act, he might at least
briefly eclipse Trudeau as a
crusader for civil liberties and
show he is not just a boring,
safe lawyer from Toronto. He
could establish the standing
he needs with ethnic groups,
left-of-centre idealists and
middle-class trendies. Best
of all for the Liberals, he
could put bruised old B.C. —
shaken by a stagnant eco­
nomy and political fanaticism
— at the centre of an appeal­
ing, historic reform.
