NAJC Exec. Sec. Kobayashi answers columnist Vic Ogura
By CASSANDRA KOBAYASHI
(Exec. Sec. Van. JCCA Redress Comm.)
Re: “Paranoic Masterbation” by Vic Ogura, 18 January 1985.
Ogura says: “We should not delay and certainly not jeopardize the
acknowledgement part when it will NOT hurt us.”
Fact: The government insulted our community by not disclosing to
the NAJC the wording of the acknowledgement which it was distributing
for all-party support. The wording of any statement is very important to
our community. A weak statement of regret such as that proposed by the
Liberals last year was rejected by the NAJC.

Ogura says: “If there is to be any deviation IT MUST BE VALIDATED
BYCOUNCUL.
Fact: The three resolutions adopted by the NAJC Council in January
1984, which Ogura refers to, were approved as statements of principle.
The Councilresolved 1) to seek an official acknowledaement; 2) redress
in the form of compensation; 3) a review of the War Measures Act. A
strategy for enacting these principles was not decided at that time. In
December 1984 the NAJC council established a Negotiating Team to
negotiate a settlement with the government and to develop a strategy to
best execute the Council's resolutions.

In 1942 the Government of Canada
initiated the legalized genocide of an
ethnic communitv the magnitude of
which is difficult to imagine in a
democracy.
It was a systematic deliberate
scheme whereby the victims were
summarily dispossesed and then
callously dispersed. The appetite,
however, of the racists not satiated,
the then’ justice minister was to
opine that Japanese were unassimilaple, and thus initiated the most
heinous of acts, the. mass deporta
tion“of its own'citizens.
To those who have faith in the ulti
mate good of Man, it is worthy to
note that persons like the then fish
eries minister Michaud was to re

difficult to explain why we are adop

At all stages of discus
sions, the NAJC is interested
in hearing new views and opi
nions, but once a majority de
cision of the NAJC Council is
made, this decision becomes
the position of the NAJC.
Sometimes an individual will
not be happy with the major
ity decision. However, to
dwell on these differences is
counterproductive, and even
tually the entire organization
is brought into disrepute.

Council subsequently accep
ted the Negotiating Team's
recommendation to keep the
acknowledgement, compen
sation and preventative mea

strategy decision was re-af
firmed at the Feb. 2-3, 1985

Bullying blamed
for suicide
of Jpnz. girl
MITO. — A junior high
school girl hanged herself on
the night of Jan. 21 near her
house in Kasahara, Mito, ap
parently because she had
been ridiculed constantly and
bullied by her classmates, it
was reported Jan. 23.
Eriko Muraguchi, 13, a sec
ond-year student at Kasahara
Junior High School, was
found dead at about 10:30
p.m. after she had hanged
herself from a utility pole.
According to police, she
was called a liar by five of her
classmates after breaking an
engagement to go ice skating
with them Jan. 13, and was
made a social outcast. They
wrote in one of her textbooks,
“Liar. Fool. You ought to die.”
Feeling depressed, Mura
guchi refused to attend school.
But the classmates continued
to harass her by throwing
stones at her house.
Police said that Muraguchi
could not go skating with the
other students because her
mother did not approve of
their plan. Muraguchi tried to
call one of the classmates to
explain that she could not go,
but her friend had already left
home, according to police.
In her school bag, she left a
note addressed to the class’ mates, saying, “I'm sorry. I
tried to contact you but could
not get hold of you.” She also
left a note to her mother, say
ing, “Please palce my comic
books in my coffin. Give my
belongings to my sister.”
The Muraguchis moved to
their present home from
Higashi-Ibaraki, Ibaraki Pre
fecture, last July, and the
suicide victim transferred to
Kasahara Junior High School
as a newcomer.
According to her family
members, Muraguchi had
been a target of bullying in
her classes since then. “She
committed suicide because
she was fed up with the bully
ing,” the family said.
Akitsugu Kudo, principal of
the school, said the teacher
in charge of her class was too
busy with meetings to inquire
about her and that school
authorities are checking on
the reason behind her suicide.

French Early Immersion Programs
The Toronto Board of Education offers early immersion programs in French in a number of schools
throughout the city. This program starts in senior kindergarten where the children begin using French
at their own pace. The elementary school program is conducted entirely in French from senior
kindergarten to grade 3. In successive grades English is phased in until, at the grade 6 level, about half
the instruction is in English and half in French.
Specific dates and locations of information meetings and times for registration are available from
the Area Offices. Applications will be received until April 15, 1985. For more information on the
immersion programs including transportation and registration forms, please call your Area Office.
