A morning
at traffic
court

Couple months ago, after having
dinner with friends in the University
of Pennsylvania area, I returned to
the automobile to find a parking
ticket on the windshield.
When I had
parked the auto
at the parking
, meter, it was
already dark
and I could not
read the meter
hours on that
darkened street.
And the other
meters with

parked vehicles were not fed. So I
assumed that the meter hour had
passed. Several weeks later, being in
the same vicinity during daylight
hours, I checked the meter hour: I
had missed the time by about half an
hour.
So, technically, I was at fault.
It bothered me, however, that hav­
ing failed to feed a quarter into the
meter, that under those circumstan­
ces I should have to pay a parking
fine. When I am at fault, I pay the
parking fine. A couple of years ago,
when we had house guests from
Japan, I had occasion to drive them
to an affair. Unknowingly, I had park­
ed my car, as I discovered upon retur­
ning near a sign which read “Bus
Stop.” Can' t argue with that one; so I
shelled out the twenty-five bucks.
But not this time.
Promptly at nine in the morning,
on one of my vacation days, I reported
to the traffic court, attired in jeans
and a baseball cap, with the summons
issued to “Victoria S. Marutani” (I
had been driving my wife's car). The
courtroom was already nearly full
and by the time the judge appeared,
the room was overflowing. I spent
the time idly looking about and made
note of a few observations.
There were a few wearing suits,
but most were what might be
described as “blue collar” people.
The men outnumbered the women; a
goodly number Black; there were two
Orientals — myself and another fellow
who, it turned out, was Korean. One
young Black was in his military cadet
uniform. A young white fellow sitting
next to me had a black band around
his head, holding down his ponytail
hairdo. (Were I advising him, I would
have suggested that a haircut would
aid his cause a bit and removal of the
headband may enhance his chances.
As it turned out, his case, for a mov­
ing violation, was discharged by the
judge because of the statute of limi­
tations) When the Black cadet's
case came up, he stiffly stood at at­
tention at the bar of the court; his
case was dismissed.
Which reminds me of a. story.
Giuseppe was charged with vend­
ing without a license and with much
trepidation appeared before the ma­
gistrate at night court. While await­
ing his turn, there was a case of
three ladies of the night. The first
lady, upon being asked by the
magistrate as to her occupation, re­
plied that she was a dancer. The
magistrate rejected the claim and

Kawamura was decorated
with “The Order of the Sacred
Treasure, Gold and Silver
Rays” on November 3, 1986
by the Emperor of Japan. The
Rev. Kawamura is the first
Albertan to receive such an
award.
A Presentation Ceremony
will take place in the after­
noon of Saturday, November
29, 1986 at the Official Res­
idence of the Consul-General
of Japan, in Edmonton.
Rev. Kawamura has contriuted greatly in the develop­
ment of the Japanese Cana­
dian Society in various areas.
He contributed toward the
creation of the famous Nikka
Yuko Garden in Lethbridge,
established a SeniorCitizen's
Drop-in-Centre in Raymond,
for the welfare and recreation

in 1980, and has served as its

organized the Twinning of

Nikkei crown prosecutor
calls cowardly attack revenge
VANCOUVER. — Crown
prosecutor Carol Iwasaki re­
cently called the Sept. 16th
slashing and beating of two
teenagers a “cowardly at­
tack” that was “motivated
by revenge.”

She told a B.C. provincial
court that it was “a planned
and premeditated event,” and
asked Judge Erik Bendrodt
for a prison sentence of more
than two years.
“It was a group attack in
vigilante fashion,” said
Iwasaki, adding, “The Courts
must send a message to the
community.”
Tai Lam, 18, of 3015 East
14th, and Hung Kua, 19, of
361 East 34th, were convicted
of two counts each of aggra­
vated assault after 16-year-

old Ken Lam and 18-year-old
Tuan Trieu were attacked out­
side the Vancouver Technical
School, 2600 East Broadway,
by several youths.
Testimony at the trial in­
dicated the assault was in
retaliation for a bomb thrown
through Tai Lam's window
after an altercation with a
Vietnamese youth gang.
But defence lawyer, Grant
Langdon denied that his two
clients were gang members,
despite police allegations in
the pre-sentence report that
they were. He said they only
knew other gang members.

Asked by Bendrodt if she
was alleging gang member­
ship, Iwasaki said no. “Nei­
ther of the two are recognized
as gang members,” she said.

“Pray for quick death”
FUKUSHIMA — Ken. — An elderly woman clings to a pillar in the dark hall
of a Buddhist temple in Aizu-Bange, Fukushima Prefecture. While embracing
the pillar, she earnestly prays she will be able to die a quick, painless death

some day.

The Tachiki Kannon Temple, with a Kannon (Goddess of Mercy) statute
with 1,000 hands attracts visitors from far and wide. The statute stands 8.5
meters tall and is surrounded by 28 guard gods. Next to them stands the
pillar, which visitors hug while praying for death without lingering diseases.
About 120,000 to 130,000 people visit the temple yearly and the number
is increasing. “More than 70 percent of them are women. Some old women
cry, clinging to the pillarfor a long time,” said a temple receptionist. Visitors
must pay 300 yen to hug the pillar.
“My son is rather old himself. I cannot depend on him for long. I want
to live as long as I can stay in good health and then drop dead,” an 80-yearold woman from Niigata Prefecture said.
The Japanese population is aging. The average life expectancy is 75 years
for men and 80 years for women, while welfare services like hospitals and
homes for the aged lag far behind what is needed.

The Korean fellow, the best I could

hear from the back of the room, was
charged with a moving violation. He
lost. It was now about two and a
quarter hours since I had reported to
the traffic court, and I was beginning
to chide myself and it would have
been far more economical to have
paid the parking fine. Suddenly, the
name “Victoria Marutani” was an­
nounced, and I stood up, approached
the bench, explained that I had been
the operator of the automobile, and
related why, under the circumstances
the issuance of the parking ticket
was unjustified. (I was prepared to
pay the fine and the costs and had
the necessary finances on me.)
I' m happy to report that my wife' s
automobile continues to have a clean
record.

TOKYO. — A long-term study of
people exposed to radiation while in
their mothers' womb in the 1945
atomic bombings of Japan shows
they are more prone to cancer as
adults than those who were not ex­
posed, researchers said recently.
The study was carried out by the
Radiation Effects Research Founda­
tion, an institute sponsored by the
United States and Japan, based in
Hiroshima, and devoted to studying
the effects of radiation exposure
from the August 1945 bombings.
RERF scientists said the higher
rates of cancer had not been observed
during childhood, but the new study
showed for the first time an increase
as exposed people became older.
The findings were based on a long­
term followup study of 1,788 people
born between August 6, 1945 and
May 31,1946 in the southern Japanese
cities of Hiroshima and Nagasaki,
both incinerated when U.S. warplanes
dropped atomic bombs oh them in
the closing days of World War II.
The researchers followed 260 people
who were in utero when their mothers
absorbed high doses of radiation, de­
fined in the study as more than 50
rads, 744 people born to mothers
who absorbed low doses of 1-49 rads,
and 775 born to mothers exposed to
almost no radioactivity.
A rad is a measure of radiation ex­
posure.
“We have observed a fourfold in­
crease in those whose mothers were
exposed to 50 rads, as compared

with zero rads,” said H. Kato, a
leading RERF scientist involved in
the study, in a telephone interview.
According to the study, seven peo­
ple in the first group contracted
leukemia and other cancers, six in
the second group and five in the
third. The latter two groups were
nearly three times as large as the ex­
posed group.
That put the exposed group' s can­
cer rate at 3.33 percent, compared
with 0.75 percent for the non-exposed group.
RERF vice chairman Charles
Edington said the sample population
was now reaching 40 and 41 years of
age when they were susceptible to
cancer.
But both Edington and Kato said
further studies needed to be carried
out to determine the amount of radia­
tion to which the fetuses were expos­
ed and stressed the current findings
were based on a small sample.
