mentality

We see where the “English
Only” proposition which ap­
peared on the ballot this past
November in California pass­
ed by a margin of almost
three to one.
There's some­
thing simplistically appealing
about such a
proposal, parti­
cularly so if
one's
own
means of communicating
happens to be confined to
English. Something subcon­
sciously about “If I can't,
then nobody else can.”
I don't know who spear­
headed the successful drive
in California, but one of the
groups pushing similar pro­
positions in some 30 states
calls itself the “Committee to
Protect the -Family.” (Clever.
No one wants to be against
the family.) And not unex­
pectedly, it seeks to play on
one's perceived fears.
To quote two examples
from one of its mailings: “If
this continues, the next Ame­
rican President could well be
elected by people who can't
read or speak English!” “By
the year 2000, fully half of
Southern California's high
school students will be
speaking Spanish as their
main language.
Horrors.
This type of racist nativism
isn't new on the American
scene. When the stream of
immigration to the United
States shifted to Italy, Russia
and so on, English literacy re­
quirements were raised as
barriers to public employ­
ment, naturalization and suf­
frage. (Has an all-too familiar
chant to it all, does it not —
looking at the generation of
our Issei?) The New York con­
stitution was amended in an
effort to disenfranchise over
a million Yiddish-speaking
citizens.
Nebraska and Ohio passed
laws in 1919 and 1923 pro­
hibiting the teaching of any
language other than English
to students below the eighth
grade.
The fact is, however, that
immigrants want to learn
English. According to one
survey, 98 percent of Latino
parents as compared to 94

1986 is second
lowest birth year
in Japan since 1899
TOKYO. — The 1,378,000
babies born in Japan during
1986 made the year the se­
cond worst for births since
the Health and Welfare Min­
istry began keeping statistics
in 1899.
The number of births here
hit an all-time low in 1966
because the year happened
to be inauspicious under the
Oriental zodiac: A Japanese
superstition holds that wo­
men born in that year will
murder their husbands.
The low birth figure for
1986, on the other hand, was
attributed to a decrease in
the number of women of
child-bearing age. Their
numbers have been declining
since women born during the
first baby boom came of
child-bearing age years ago.
According to the ministry's
vital statistics for 1986, the
birth rate per 1,000' people
stood at 11.4.
