Act set to be repealed

OTTAWA — The all-power­
ful War Measures Act will be
replaced with new legislation
that will cover peace and war­
time emergencies, the gov­
ernment has announced.
“Canada is one of the very
few developed nations with: - out comprehensive emergen­
cies legislation,” Defence Mi­
nister Perrin Beatty said re­
cently in his white paper on
defence.
“The broad and
sweeping powers of the War
Measures Act are excessive
in relation to national emer­
gencies in peacetime.”
The proposed legislation
would create as yet to be
defined agency called Emer­
gency Preparedness Canada,
responsible for civil aspects
of emergency planning. There
will also be a new Emergen­
cies Act..

position to the amended
Meech Lake accord on con­
stitutional reform. It is easy
to agree with Mencius that
human beings are innately
good and ignore the worst
case scenarios that might en­
sue from the proposed con­
stitutional changes. But the
most Important role off a con­
stitution is to guide and hold
the country together through
the very bad times. Iff a nation
is to endure, it cannot simply
rely on the good will off men
and women. I agree with
Hsun Tzu that the utmost
care must be used in devising
our institutions. It is my opi­
nion that this has not been
done.
