compensation

Last month I received a
very interesting letter from
the Honourable John Turner,
leader of the Liberal Party. It
reads in part, “Like you, I
deeply regret the injustices
suffered by Japanese Canadi
ans during and after the Se
cond World War. Even from a
distance of forty years, we
must clearly recognize the
significance of this tragedy,
and work earnestly to provide
fair and meaningful compen
sation.”
He goes on to state that “I
believe that any constructive
settlement must address the
issues of both community
and individual compensation.”
You may recall that Prime
Minister Mulroney made
similar statements in 1984
w hen he was .the leader of. th&
Opposition. I quote “They're
looking for symbolism and
reassurance.” “I feel very
strongly that Canadian
citizens whose rights were
abused and violated and
trampled upon indeed should
be compensated.” “If there
was a Conservative govern
ment I can assure you we
would be compensating Ja
panese Canadians.”
Well, Mr. Mulroney, we are
still waiting, even though we
now know that all three politi
cal parties agree in principle
on how to settle the Redress
question.
It is of fundamental impor
tance that we do not forget
the concept of individual
compensation. For it is
because we were not con
sidered as individuals that we
became the victims of the
government's racist actions
in 1942. The government's
proposal for community com
pensation alone, I feel, is
almost as insulting as the
very action that we are trying
to redress. The government is
again trying to threat us as a
collective entity on the basis
of race and trying to ignore
our rights as individuals.

Japan.” The foundation is
already developing a script
for the second-level beginn
ing course.
“Let's Learn Japanese” is
a beginning level Japanese
■language video course that is
gaining interest in several
countries and being consi
dered for airing in New York,
Los Angeles, and other major
cities in the U.S., Canada and
New Zealand. With the help
of both video producers and
Japanese language educa
tion specialists, the Japan
Foundation, a cultural ex
change promotion arm of the
Japanese government, pro
duced the four-year long pro
ject, the Japan Economic
Journal reports.
In 1984 the video was
distributed to 100 Japanese
language education centers
in 30 countries. Televised
broadcasts soon followed in
China and South Korea and
Australia in 1986. The pro
gram is also being shown in
Oahu, Hawaii beginning this
September. The televised
classes will enable a wide
range of people to study the
